...about President Clinton's proposed "Research Fund for America."

President Clinton's proposal for the first balanced federal budget in 30 years includes a 6 percent increase in spending on science and technology research, including major increases for research at the National Institutes of Health, the National Science Foundation, and the Energy Department.

...about the proposal by New York City's mayor to privatize remedial courses at the city's community colleges.

Rudolph Giuliani says his plan would reduce the number of students in these colleges by 75 percent. The community colleges now enroll 64,000 students.

Critics of the proposal note that thousands of students who started out in remedial courses now have their masters and doctorate degrees.
