The House of Representatives has passed the reauthorization of the Higher Education Act, by a vote of 414-4, while decisively defeating an amendment that would have abolished affirmative action. The House adoption of HR-6 would extend the Higher Education Act of 1965 until 2003. The so-called Riggs amendment, modeled on California's anti-affirmative action proposition, was defeated by a vote of 249-171. HR-6 also permits colleges and universities to provide supplemental, voluntary retirement programs for tenured faculty... Higher ed faculty and staff need to keep the pressure on the Senate to support the Distance Education Demonstrations Programs. These programs, endorsed by NEA, include safeguards against fraud and abuse of students. NEA also opposes the repeal of funding for the National Board of Professional Standards... The Senate-passed Workforce Investment Partnership Act provides funding for vocational, technological, and technology preparation education, adult education and literacy, job training, and vocational rehabilitation...
