From Capital to Campus. . .

The legislation designed to reauthorize the Higher Education Act of 1965---Senate bill S.1882---should be ready for a vote before the July 4 recess.

The NEA-backed measure would make college more affordable and help ensure quality in distance education programs.

One provision NEA helped insert into the bill, the "Distance Education Demonstration" program, helps balance two key NEA goals: helping higher ed faculty and staff keep pace with advances in educational technology and protecting students from fraud and abuse.

The program exempts some higher education providers from existing laws and regulatory requirements governing distance education. Its purpose: to test the quality and viability of expanded distance education programs for students.

NEA continues to support the current requirement that an institution not be considered an "institution of higher education" under the Act if more than 50 percent of its courses are by correspondence, or more than 50 percent of its students are enrolled in such courses.
