From Capital to Campus. . .

Efforts by NEA lobbyists around the Senate's recent reauthorization of the higher education act are paying large dividends.

The bill to strengthen federal support for higher education, which passed by a 96-1 bipartisan vote, includes a major reduction in student loan interest rates and contains new programs for improved teacher education.

In a surprise action, the Senate also passed an NEA-supported amendment offered by Senator Paul Wellstone (D-Minn.) that would allow states to count two years of college or vocational education as work under the 1996 federal welfare reform law.

In another NEA priority area, the Senate voted to create distance education demonstration programs similar to those contained in the House bill.

These programs are intended to enhance the delivery, quality, and accountability of distance learning, without jeopardizing current federal rules.

NEA continues to work with Congress to make sure the conference version of the higher education bill calls for the demonstration programs to require evaluations, ensure quality, and institute safeguards against fraud and abuse...
