From Capital to Campus. . .

Congress expects to complete action on a bipartisan supported effort to extend the 1965 Higher Education Act until the year 2003 by the time it adjourns in early October.

NEA and other members of the higher education community are waiting to see if our key recommendations to the House and Senate conferees on higher education were included in the final conference report.

NEA's outlook for the final legislation is that it will include a lower interest rate for student loans, as well as broaden opportunities for distance learners while assuring quality.

NEA is also hopeful that lawmakers will pass legislation to permit welfare recipients to attend college as part of the work requirement of the Welfare Reform Act. The Association also backs compromise language on voluntary early retirement of tenured faculty that is nondiscriminatory and doesn't violate collective bargaining agreements or governance rights.

NEA will continue to lobby for increased funds for federal education programs in the Labor, Health and Human Services, and Education Appropriations bills still facing final action.
