Competitive Membership Grants
for NEA Higher Education Affiliates
Fiscal Year 2008-09
NEA is committed to organizing new members in all categories of higher ed membership: faculty, both full-time tenured/tenure track and contingent (part-time, temporary, nontenure track); education support professionals (ESP), academic professionals (noninstructional), and graduate assistants. NEA Higher Education Competitive Membership Grants assist affiliates to organize the unorganized as well as to increase membership and involve and retain members in existing locals. Affiliates may submit proposals of up to $10,000 each and may submit more than one proposal. This grant program for FY08-09 totals $85,000.
Funds may NOT be used for staff salaries or benefits, political contributions/campaigns, or for expenses associated with the normal operation of an affiliate or for reducing dues. Applications that are substantially similar to prior funded projects will not receive new funding. FY 07-08 grantees are eligible to apply. Grantees agree to complete a grant report indicating how funds were spent and the work that was done. Grantees may be solicited to be presenters at the NEA annual higher education conference at NEA’s expense in order to showcase the work and “best practices.”
Due to changes in our funding cycle, there is a very short application period again this year. Proposals are due by close of business Thursday, APRIL 10, 2008. Grantees will be notified and funds disbursed through the state association in FY 08-09 (notification in Sept., funds distributed in December). Besides state associations, NEA higher ed locals and campus chapters can apply directly for grants, but locals need to notify their state affiliate of their application. We will notify NEA regional offices about applications and grant awards. If you received a grant in FY 06-07 or prior years and did NOT file a progress or final report, you are NOT eligible for this program.
Guidelines
Monies may be used for the following types of activities:
- Establishment of mentoring or other new employee programs designed to attract new hires into membership;
- Targeted campaigns to determine the needs of and to organize specific groups – contingent faculty, education support professionals, academic professionals, recent hires, higher education employees of color, distance education faculty, etc.;
- Development and implementation of communications systems for specified groups of employees to assist with member recruitment or retention or in organizing campaigns;
- Creative use of technology to mobilize members;
- Development of an outreach effort designed to enhance affiliate visibility and strengthen community ties, especially between public secondary and elementary schools and college campuses and between campuses and the business community or nontraditional partners;
- Programs with campus administrations designed to create cooperative activities and enhance employees’ role in governance and professional issues;
- Local affiliate restructuring to enhance organizing/membership and communications;
- Other activities that encourage testing of new organizing or membership recruitment methods or that provide services designed to enhance a member’s professional development.
