BYLAWS
Article 1
- Dues
The membership dues for Organizational Members shall
be as follows:

The dues shall be twenty dollars ($24) for Individual
Members and ten dollars ($10) for Associate Members.
Article 2 - Voting
Organizational Members shall be entitled to the following
number of votes in any Organizational Vote:

Each Individual Member shall be entitled to one (1)
vote in an Organizational Vote. Associate members shall not be entitled
to vote.
Article 3 -
Council
Section 1 - Powers and Duties
The Council shall:
- Elect the officers and the Executive Committee
of NCHE.
- Approve the budget of NCHE.
- Receive reports from officers, committees,
and task forces.
- Adopt the official positions of NCHE.
- Amend or modify the Constitution and the Bylaws
of NCHE.
- Adopt such plans of action as may be necessary
for the implementation of NCHE positions at the Representative Assembly,
the Resolutions Committee, the NEA Board of Directors, the NEA Budget
Committee, and other appropriate governance bodies.
- Consider announced candidates for NEA office
and determine whether or not NCHE will endorse their candidacy.
Section 2 - Quorum
A quorum of the Council shall be that number of delegates
capable of casting a majority of NCHE votes as computed according to Article
II of these Bylaws.
Article 4 -
Executive Committee
Section 1 - Powers and Duties
The Executive Committee shall:
- Meet at least twice a year by telephone conference
call in addition to meeting in conjunction with both Council meetings.
- Submit a proposed budget to the Council for
adoption at its Regular Annual Meeting.
- Approve appointments to and discharge of members
of all committees and task forces.
- Approve charges of all committees and task
forces.
- Advise the President of NCHE.
- Fill vacancies in NCHE offices as prescribed
in the Constitution.
- Report its actions to each meeting of the
Council.
Section 2 - Quorum
A quorum of the Executive Committee shall be a
majority of its members.
Article
5 - Amendments
Section 1 - Voting
These Bylaws may be amended at the Regular Annual
Meeting of the Council in a secret-ballot Organizational Vote by a two
thirds (2/3) vote of the ballots cast by delegates present and voting.
Section 2 - Submittal
The text of proposed amendments must be submitted
to the President at least sixty (60) days prior to the Regular Annual
Meeting, and copies of the proposed amendment must be sent to all Organizational
and Individual Members at least thirty (30) days prior to the Meeting.
Section 3 - Nonsubstantive Changes
The Executive Committee is authorized to make nonsubstantive
housekeeping changes in these Bylaws.
